1996 Lincoln Town Car power steering and clicking in the da

I am working on a 1996 Lincoln town car limo and the power steering turns in segments, no leaks or noises are noticeable, don't know if it's the pump or the steering box ; also their is a loud clicking or thumping in the dash?

I have the same problem on 1998 Lincoln town car, didn't connect the two until i saw your post; also have cruise control inop?
