1996 Lincoln Continental rear brake caliper wont go flush?

Hello I am trying to change my brakes but the rear passenger side caliper won't go flush I am about 1/4 in from it being flush but I won't go any further I took off the e brake and brake line.

you need a tool to twist the caliper as that is your parking brake as well. see pic

This guide can help as well, also reposition the brake pads because they have ears that can be out of the carrier which will make it so the caliper can not be installed correctly.
