Grinding/Rubbing noise from passenger Rear

I'm hearing a grinding/rubbing noise from the passenger rear tire area.It starts at about 20 mph and stays constant. Noise does not get better or worse with accel/decel. It's just a constant rubbing. My first thought was brakes, but pads and rotors are fine. Any help would be wonderful!

It will be at the rear, i would jack up and turn wheel by hand, and listen, if in doubt, don't drive while jacked up... take it to a mechanic and they will run it up on a hoist, that will be a lot safer to check for any problem.
