No fuse just for gas guage powered with rest of gagues by fuse 31 - 13

Could not find fuse 31 - 13, looked under steering wheel and also under hood still no luck. What do you suggest?

I just looked under there, I cannot find those fuse numbers. I also just recently replaced the fuel pump, and fuel filter. Can this have anything to do with it?
