Starter will not crank engine over, had power at the starter/solenoid terminals, test light showed brightly from the new battery I recently installed, but starter would remain completely silent when I would bump the ignition key, there are no problems with engine turning over, bench tested starter and it seems to work perfectly ! Just not if its installed and has a " load " to spin. I think I just need to replace the starter brushes, but I don, t want to open up the starter unless I am sure I can get a rebuild / brush kit for the small parts etc.

You need to do some electrical testing before assuming the starter is bad. You need to verify trigger power at the small wire when the key is held in "start" and then do a voltage drop test on the battery cabled to make sure that is good.

Of course all this needs to start with having the battery tested.
