my dash lights and parking lights wont turn on unless i connect the fuse if i leave the fuse connected they wont turn off

Sounds like you need to test the headlamp switch for a short circuit and also check headlamp relay if there's any could be sticking-start here

i agree. the headlight switch is most likely failing.
