1996 Honda Accord 2.2. Overheating?

1996 honda accord 2.2. The weirdest thing happens. When I am at a light my car starts to get hot, but when I drive it is just fine. Now when Im at the light, if I put it in Neutral, and rev the engine to about 1500rpm, it starts to cool down. I can smell coolant, but Im not losing much fluid (just reg from being old, and way too hot outside). Oil is clean (not milky at all) and also there is no smoke or anything coming out of exaust. What on earth could be going on? Fans work, just got a new thermostat, and a water pump installed. Replaced upper and lower hose. How do I tell if it is just a bad sensor? And how much should the average cost be to find out if its a blown gasket?

Check the radiator if its clogged and also if its filled properly -Dunno about the costs of block and pressure tests it varies with location

Just to add to this one they rent a block fluid tester ar auto zone you just have to buy the fluid.
