1996 Holden Commodore Car Kick Over Starts Reving Out Gear Put Into Drive Ot

My car when I kick it over it starts reving out like its in gear but is not the when I put it into drive ot shoots off and wont change gear its like the peddle is all the way in but I checked the engien and the cables are fine as well as the cruise comtroll cables and would like to know Wat u think

Check throttle body butteryfly is not stuck part way open, give it a good clean with throttle body cleaner.
