96m 3.8L Ford Windstar was running, had a miss in it, so I changed plugs and wires, double checked firing order, thought I might have firing order wrong, got opinions on firing order, all opinions are the same, it turns over, makes popping sound through exhaust, but will not start.

Check timing, check fuel pump pressure, make sure you are getting spark to the plugs.

It is getting spark to the plugs, so does that mean it is out of time?

A mechanic can check it before you replace it. I would recommend checking the injectors to make sure they are getting power.
