1996 Ford Thunderbird volts indicator needle

volts indicator needle on dashboard leans well to the left of normal range and sputters when current is drawn. indication is not pulling required 12.8 volts/amps. Have checked battery and alternator twice and both appear to be OK as is.

you should get over 13.5 volts at battery if the alternator is charging at about 1500 rpm if it's doing that don't worry about it it may be just a bad gauge
