you looked at throttle butterfly itself? checked linkage for any problems? return spring working?

Yes on all 3,cable is ok and return spring is ok.would it be an electronic sensor issue?

clean throttle body and ensure that the IAC on top of the throttle body is working, the second task is best left to a mechanic.
