What can cause my 96 ford explorer sport to lose power when driving I have to take my foot off the gas then wait a few seconds to get power back changed the fuel pump and filter

If the check engine light is on, have the computer scanned to determine if there are trouble codes are present. Most parts stores will do it for free. Also, check to make sure the catalytic converter isn't plugging. It could be a few different sensors, but the truth is, without the check engine light coming on, it becomes a guessing game.
