to replace dimmer switch, do I have to pull steering wheel?

Head lights go out but not dash lights.
Sometimes they come back on, when I use the dimmer switch.

MULTIFUNCTION SWITCH

Removal & Installation

Disconnect and isolate negative battery cable.
On tilt columns, remove tilt lever.
Remove upper and lower steering column covers. Remove Torx screws.
Pull switch away from column, and loosen connector screw (screw remains in connector).
Remove switch.
To install, reverse removal procedure.
