96 Dodge Neon - starter seems to be working - have pulled it twice and had it bench tested - passed both times. When I put it in car it sounds like it is working but engine is not turning over! Engine is not seized - is there an electrical problem that may be allowing the starter to turn without engaging the flywheel? Please Help

If that is a no load bench test, may not be conclusive. When tested, did it kick out the pinion gear and spin? If it spins but doesn't kick out the pinion, something wrong with starter. Could be just the solenoid, I'd replace as a unit, if you suspect starter. Can you remove flywheel cover and see if starter gear engages flywheel?

It was a no load test - it did kick out pinion gear and spin - does the pinion gear have some sort of clutch that may not be engaging under load?

It should have over-run protection. Some of the national brand autostores will test it for you. Make sure battery has a full charge and all connections are clean and tight. Battery cables ok?
