The parking brake pedal is stuck in the down position and will not realease the brakes. This is the type you have to push with your foot to realeae. How do i get it to realease?

you need to look down at the pedal as there is a release you can pull manually to release the rachet.

it is possible that the cables are frozen and the rachet is working correctly. in that case, the cables will have to be replaced.
