having trouble starting

my 96 chrysler concorde is not starting. don't think it's a battery issue cause it's still wanting to turn over and the power hasn't drained enough to where it is clicking when i try and turn it over, plus, it still won't start after i tried to jump it.

step on gas pedal and try to start
check it for tune up
