The tensioner pulley on my car came loose due to a broken bolt, and so the car rattled and I accidentally left the car on wondering where the noise was coming from, and so the vehicle's engine slowly turned off after being left on, so I was wondering if replacing all valves will make the car turn on again and also, the intake valves did not have any compression so will getting new valves fix everything, or do I need to repair additional items like the timing chain?

Standard practice is to replace everything in a kit, which for your engine is very inexpensive. They typically include a new timing belt, idler pulley, and tensioner pulley. To avoid future problems, all mechanics will also replace the water pump since it is one of the timing belt's pulleys, and the hydraulic tensioner.

The bent valves will also have to be replaced. That's a job for an engine machine shop. They will do a leak-check on them and prep the gasket surfaces with the proper finish for the new head gaskets to bite into and seal.
