why my fuse for my four wheel drive keeps popping on my 1996 chevy pickup

Check wiring to the actuator. Disconnect it and see if the fuse still blows. If it doesn't, have the actuator tested. If it does blow, check wiring at the harness and trace it back checking for shorts.
