When driving and kinda does it less at higher speeds what could it be? just had tranny rebuilt and motor got top end work

could be brakes hanging up. could be related to the motor work or trans work. take it back to the shop and have them re check there work and address your concerns.

My buddy thinks it might be the fuel pump and filter also
