what could be wrong with my tracker that it will sometimes not shift out of park

my car is a 96 geo tracker, 4wd, automatic with 184,000 miles. for a while now, if i do not drive it far enough then turn the car off when i restarted it after a period of time it will not shift out of park. sometimes rocking and waiting, rocking and waiting, etc will help and it will then shift out of park. last time this happened i had driven 25 miles on snowpacked roads in 4wd and turned the car off. after 8hours i turned the car on and tried to shift it out of park and it would not shift, rocking and waiting did not help. 2 weeks later i tried again and it shifted out of park, the weather had warmed up, this was the first time it would not shift out of park after driving the 25 miles. what could be causing this problem and what do i do to get it fixed? i just had the starter replaced a few days before and the timing belt last year about this time and the car runs well except for this problem.

Check if the brake light are working if so have the shiftlock control solenoid checked/tested
