only the primary fan comes where is the temp sensor located on the engine for the secondary fan

One fan is for temp the other fan is for the a/c and should come on when the high side of a/c is high. The cooling fan should not come on till the car is at about 240 deg and shut off about 220

check fuses in pic an dfan relay 2 it is controlled by pcm . if still not working after relay check more than likely a wiring issue
