When I turn the steering every quarter of a turn.

When I turn the steering every quarter of a turn it feels stiffer so it would be easy then stiff then easy then stiff, I put new rack and pinion bushings and ball bearing are good, any ideas what it could be? Maybe within steering column? Steering Column Bearings? Hopefully someone can help, thanks. My email is ddickson88@gmail. Com

Look on the steering shaft for a universal joint that is binding. When used, those are usually inside the car. It's more common to find a "rag" joint under the hood. They look like they're made from a piece of tire sidewall, and they rarely cause a problem.
