Did you check applicable fuse/s? Does the compressor clutch engage? Any applicable trouble codes? Some of the national brand autostores used to check codes for free. You could be low on refrigerant? Maybe a directional door under the dash not operating like it should? Several possibilities.

Not AC, Ok so Did the following. I pulled out a fuse ODB? And let it sit for about 1 min changed the climate control to cool, put the fuse back in and now I have outside air coming in, however if I move the climate control at all it changes over to heat and will not go back to allowing outside air in.

The only RDO fuse I could find, is for your radio. I don't know what that has to do with your hvac system? The actuators under the dash are vacuum controlled, you may need to check vacuum?
