1996 Chevrolet Astro Day Van Does Decelorate Take Foot Off Gas Pedal Seems

My Chevrolet Day-van does not decelorate when I take my foot off gas pedal ( the pedal seems to operate freely) also when I first start the motor and put into drive the vehicle moves off without any pressure on the gas pedal. Is this normal for this vehicle?

try cleaning your throttle plate on both sides with choke cleaner first, it may be gummed up and causing this. also clean the iac hole.
