what would cause the steering to woble in a 96 chevy astro van when turning to the hard right?

I wouldn't drive it like that. Check the tires--steering-- suspension. Safely raise and support the vehicle, spin the tire, shake and pull, in/out, up/down, see if you feel or hear anything. Take it to an alignment shop.
