1996 Cadillac STS Blower motor

Im getting zero voltage or very low, at the signal (gray) wire at blower motor, where is the control module located at that sends this voltage to the motor? All fuses are good and relay is fine, wires in good shape and all grounds are tight with solid continuity to chassis.

turn key on then push off and warm button at same time. within 3 seconds a display should be seen (pic) press low button (down ) until acm is displayed then push hi (up) until acm codes are displayed. press Hi (up ) button again and copy codes then get back to us. make sure to write down c or h if those are present after code. to exit press mode or defrost or turn off ignition. do not keep iginiton on for a long period as this will drain battery
