1996 sedan deville-hard starting

this vehicle will sometimes start right away.but about every 3rd or 4th time it will spin over for about 10 seconds before starting,sometime it will backfire.vehicle has no codes other than p0401.any ideas?

Possible leaking fuel pressure regulator, and extra fuel bleeding into the vacuum/intake system. Another possibility, and this ties in with your P0401. Maybe your EGR valve is sticking open at times, causing an internal vacuum leak.
