The proper description would be actuator, now I know what you are referring to. Yours being a 96 with single zone a/c, it should have a programmer with a blend motor integrated into it. If you remove all the contents of the glove box, I believe there is a door in the back of it which is actually to access the passenger airbag connector. You can also see the linkage rod for the blend door. You may have to remove the glove box if there is no door. If this rod is connected to an arm, change the temperature and see if it moves. You can also disconnect it from the actuator arm and move it yourself, if it does not move. I believe you would be replacing what is called the a/c programmer.
