Car horn blows all the time ,what to do?

I have a 1996 cadillac deville,my battery died when I charged up my battery and started my car,the horn went off and would not stop.Someone told me to hit the steering column ,because dust might be the problem.It did not work.Whenever I reconnect the battery thehorn blows.What to do?
