Power drain on start. Starter already checked and fine. Dash lights all light up when ignition turned on. SWhat might cause this?

please explain. does the starter work??? has the battery been load tested??? need more info

Yes the starter works., even replace battery with another battery. same condition exist., all lights in the dash light up . When I step on the break pedal , the horn will go off.

The car will not turn over and it clicks like a huge power drain

does the motor turn by hand??

you said it cranked?? now it wont??? please explain

It appears to be shorting out. The starter wants to crank but won't. Would a defective pass key cause this situation?
