What causes my cooling system to run warm?

1996 BUICK ROADMASTER

coolant check=ok
rad. check cold ==ok
idler for water pump=ok
right fan works. Lowers temp. some
left fan never starts.
heater core changed
thermostat changed
hoses ok

Are you saying the engine overheats? How hot does it get in degrees F? Do you have coolant flow through the system?

The primary fan should come on at 225 degrees F. The secondary fan should come on at 232 degrees F. The fans can also come on with the ac.
