starts in run position

96 Buick Regal 3.8, new starter, new ignition switch (wiring harness switch) my problem is when the key is turned to the run position the starter engages. I have tried to shift the switch up towards the steering wheel as this is the direction the rod moves with the key but it has not helped. The wires on the starter are not touching each other or the back of the solenoid. Can this b e a relay issue? I have switched it with other relays under the hood, but none are marked starter. If so where is the starter relay on this car? Thanks

the starter relay shold be in your underhood electrical center and will be marked on the cover. check our nuetral safety switch as it may be burnt up. your wires may not be touching each other at the starter but may be melted together someplace else. you'll have to look at your harness for this.
