when you turn on the blower motor air only comes out of the dashboard vents no matter what the setting.Is this a vacuum issue or is it something else?

If you are not getting any heat out of the vents, then it could be
that the foam insulation around the heater flaps has come off... preventing
air from going through the heater core to be heated.

Removal of the heater box assembly is needed to replace the foam
on the flap doors.
