When going slow speed and I apply my brakes there's times they don't work what is wrong?

The don't work at all or is the pedal hard to push? If it is hard to push, check the power brake booster for vacuum leaks.

The master cylinder is bypassing fluid causing the pedal to drop and the lack of braking ability.
Replace the m/c and flush the fluid.
