When buying brake shoes (rear) how do I choose between 28mm width which is NOT FOR VEHICLES WITH reinforced brakes OR 45mm which is FOR VEHICLES WITH reinforced brakes

Measure the width of the linings, or just match the new ones to what you have now. A lot of cars have different size brakes as optional equipment and it's rare for anyone to know what is needed without taking an old shoe off to compare to the new choices.
