1995 Toyota Corolla Driving Eng Gets Under Load Jerks Feels Torque Converter

when driving and the eng gets under a load it jerks,feels like a torque converter/transmission problem.If I turn off over drive the engine speeds up and it does better.the obd 1 code is 42.the speedometer works,and the check engine light is off. I erased the code & drove for 10 minutes .it acts the same but the code did not come back.
code 42 is the vehicle speed sensor,circuit or the ecm.
How can I pin point the problem? check voltage? if so where and wht wire ir terminal? what should the voltage be? I have not checked any fuses if I need to what ones?
these are evpensive parts just to guess what is wrong.
