Could a loose gas cap cause my fuel gauge to be inaccurate?

Tank was on empty, put $20 in the tank, (Which usually puts me right at/around half a tank). A short while after, i looked at the gauge and it read past full, which is impossible. I drove approx. 25 miles, and when I reached my destination, it was near half a tank. I checked the gas cap, and it wasnt all the way tightened. I was just curious if that could be the cause or if it is broken?
