when i hit break or turn on hazards, or roll down window- basically anything electrical my radio will cut off and come back on in 2 secs. It does this sporatically.

Check for body ground problems. Check ground straps for damage, rust, or if they are disconnected. It sounds like a bad ground since everyting affects it.
