#4 injector not pulsing, stays hot all the time. Put new injector, used pcm. White smoke from tailpipe. Bad gas smell. Noid light is very bright and does not pulse

Have you checked for a possible ground issue or a short to power?

Yes, because the fuel injector has power all the time and the PCM uses the ground circuit to pulse the fuel injector. It sounds like you have a bad ground for the PCm, here is a guide to help you test the grounds and the PCM wiring diagram so you can see how the system works and where the grounds are.
