1995 Suzuki Sidekick Car Just Failed Emissions Testing Due High Nox First Last

My car just failed emissions testing due to high NOx. At first last year the feedings where 1500 ppm over so I replaced my catalytic converter. This brought it down to 50 ppm over now it is at 200 ppm over. My question is if I put a second catalytic converter behind the first would this fix my problem
