1995 Saturn Sl2 Car Does Start Before Would Stop Idol Low Shut Down Put Into

Car does not start. Before, I would stop and the car would idol low or shut down. When I put the car into park it would idol up to 3,000 rpms with no foot on the gas. It would then come down below 1,000 rpms. This last time it shut off fast and never started back up. The battery seems to work but thats it.

does it turn over? if it does then scan for codes and check fuelpressre first then check for a vacuum leak
