My a/c compressor clutch on my 1995 Saturn sl2 will not kick in. The system is full of freon and the fuses and relays are good. The clutch will turn by hand.

Does applying battery voltage to the clutch wire connector makes it click or engage?

Just to add to this one how do you know it has the correct charge was the system empty and you put 24 ozs in to fill it?Also there is only a power wire going to the clutch so unplug the a/c clutch start the car turn the a/c on and see if there is power to the terminal of connector. Also make sure the connector doesnt have a wide open terminal causing a bad connection to the clutch I just had a car like that. Also over by the under hood fuse box there is a high/low pressure switch screwed into the a/c line with two wires going to it. Make sure a animal hasnt chewed into those wires causing thr a/c to be inop.I have seen that happen a lot of times.

When I went to put freon in the car, the gauge was already in the blue region. I took a test light to the power wire going to the a/c compressor and there was no power going to it at all.

In my original question I forgot to add that when the a/c switch is on, the cooling fan won't kick on either.

If the compressor relay is not getting power, the cooling fans would not come on.

Power to relay would only be available if the pressure switch is being activated by sufficient pressure in system.

Without the compressor running, 40 psi for both sides indicates the pressure is too low, meaning insufficient gas in system. It should be around 90 psi.

That blue region on your gauge that comes with the can for filling is for when the a/c clutch is running. Also its not that acturate it cant tell you the true state of charge only the low side operating pressure.
