95 Pontiac No data to scanner

I'm working on a 95 pontiac 3.8 and all I'm getting from my scanner is no data at the aldl.

12 or 16 pin ALDL? OBD I or II?

Only scanner that will work is a Tech 1 will be hard to find. GM calls it a transion from OBD I to OBD II
