petrol pump not running

Car cut on freeway after running very well. Sounded like fuel starvation. Changed the fuel relay and in tank pump. Pump will not run when turning on the ignition but relay comes in and out after a few seconds. Please help

Check the computer ground driver for the fuel pump relay
