why won't my car responed to throttle command?

whenevery i press down on the acceleration pedal, it goes only about 15to 20 rpm's. and some times it goes faster, but at times it seems like it is decrease more, then increase.


why is this; and what is the problem?

help me understand the cause, or causes for this action. Please!

Check engine light on? recent repairs? last time plugs,filters ect. changed?
