how do i stop the rattle on my spare tire carrier for my 1995 nissan pathfinder?

rattles with regular driving. really loud esp when dry weather. turns to thudding sound when raining

are the hinges loose at the hinge pins? some have replaced pins others have 'padded' between carrier and body.
