what do i need to do to get this started? could it be anti theft system not allowing it to start or a fuse?

i can turn my key over, the fuel pump doesnt come on, the dash lights and dome lights come on yet it wont fire or even start. we tried push starting it being that its a five speed and got it to start for maybe ten seconds,tried again and failed. i even beat on the starter with a rubber mallet to try and see if it was stuck! i need to get this fixed because this is my transportation to and from work. what could be causing this problem?

Maybe Theft Warning relay underhood or clutch interlock relay
