1995 Mitsubishi Pajero Clutch Pedal Stays Bottom Panel Resistance Press Leaks

Clutch pedal stays at bottom of panel with no resistance to press it in. I can see no leaks and the fluied reservoir is full. The clutch is not engaged and I can not change gears. Where can I start looking for the problem?

i would replace the master and slave
