my father has a 1995 murcury tracer. The seat belt harness that ride along the door are inoperable. He thinks since they don't lock in place that the airbags won't deploy if he had an accident. Will they deploy?

Yes, the air bags can still deploy. Have him check fuses to see if any are blown causing the seat belts not to work.
