Short in instrument lights

1995 Mercury Mystique has a short in the instrument illumination and license plate light circuit. Where is that likely to be. Wallace Bishop

That is a tough one. However, I would start at the headlight switch because both the inst panel and license plate light receive power from there. The switch itself could be the problem.
